Two years after Hurricanes Helene and Milton forever changed Harbor Lights, signs of progress are everywhere.

New elevated homes are arriving. Fresh landscaping is welcoming residents' home. Roads are restored, community amenity spaces are coming back to life, and the neighborhood is once again filled with the sounds of construction, conversation, and optimism.

But much of the most important work isn't immediately visible.

Rebuilding Harbor Lights has never been just about replacing homes. It's about strengthening the foundation of an entire community. From the infrastructure beneath the roads to the gathering spaces where neighbors gather, celebrate birthdays, weddings and life milestones.

Since acquiring Harbor Lights, Roots Management Group has invested more than $4.48 million into rebuilding and restoring the community.

Approximately $4.1 million of that investment has been dedicated to repairing damage caused by Hurricanes Helene and Milton.

While residents can see new homes taking shape, many of the largest investments happened below the surface.

Storm damage caused underground drainage issues beneath several roadways which caused them to collapse, requiring extensive repairs before additional rebuilding could continue. Addressing those issues wasn't simply a matter of repairing the existing roads, instead it meant restoring critical infrastructure that helps protect the community during future storms.

The rebuilding effort also provided an opportunity to strengthen Harbor Lights for the future.

Every new home site and infrastructure improvement has been completed in accordance with the latest applicable federal, state, and local building requirements, including updated resiliency standards adopted following the storms.

Throughout the community, homes have been elevated, electrical service equipment and electrical boxes have been raised above flood-risk elevations where required, and utility connections have been redesigned to better withstand future weather events. These improvements are designed not only to meet today's codes but to provide residents with greater peace of mind and for future residents.

Throughout Harbor Lights, crews have also upgraded electrical systems and exterior lighting, repaired plumbing and HVAC systems, restored fencing and gates, improved common areas, prepared home sites, repaired roadways, and investments in community amenities including the clubhouse, pool, and laundry facilities.

The rebuilding effort has also focused on restoring the places that make Harbor Lights feel like home.

The community's putting green has been completely rebuilt, while the popular gazebo and fishing pier area received new sod and landscaping after saltwater intrusion from the hurricanes destroyed the existing grass and shrubs. These improvements help restore not only the beauty of the community but also the outdoor spaces where residents gather, relax, and enjoy Florida's waterfront lifestyle.

For Harbor Lights Community Manager Jamie Standifer, the rebuilding has been deeply personal.

Jamie was living on-site when the hurricanes struck. Like nearly every resident, she lost everything. Yet even as she was navigating her own loss, she immediately stepped into her role of helping neighbors who were facing the same unimaginable reality.

"I was going through the same thing our residents were," Jamie said. "We had all lost so much, but we still had to find a way to move forward together."

Today, as she watches new homes arrive and familiar gathering places come back to life, Jamie says every improvement represents far more than construction.

"Seeing the roads repaired, the putting green rebuilt, the gazebo and fishing pier restored, and the new homes being installed has given our residents hope," she said. "It has brought a sense of closure and allowed many people to begin living life again. Harbor Lights will never be exactly the same, but we're moving forward." Seeing Roots Management Group's efforts and determination to not only rebuild but rebuild better than before is encouraging for so many residents both current and future. 

Jamie says one of the most reassuring parts of the rebuilding has been knowing the community has been reconstructed with today's updated safety requirements in mind.

"The new homes, elevated electrical equipment, upgraded infrastructure, and all of the improvements that have been made give our residents confidence," she said. "We know Harbor Lights has been rebuilt to meet today's standards, and that gives people peace of mind as we look toward the future."

That commitment to building back stronger has guided every decision throughout the recovery.

Today, the community continues to move forward, not simply recovering from two historic hurricanes, but emerging stronger because of the thoughtful investments being made every step of the way.
